Franklin Business Park is a flat 77 acre site located along Interstate 89 north, ten miles south of the Highgate Springs border crossing. The site is 500 feet from exit 20 of Interstate 89 and has 4,400 feet of interstate frontage. This park has permitted prime parcels for firms wishing to locate here. The site is divided into seven development lots and three green space parcels between clusters. The front two lots are 5.01 acres each. These lots have advantageous dual commercial/light industrial zoning in the park. The middle two lots in the park consist of 11.53 acres each, and are intended for commercial users who desire visibility from the highway. The remaining three lots total 27.82 acres at the rear of the parcel, and are intended for light industrial or warehouse use. Primary access to the Franklin Business Park East will be through a two lane divided highway off of I-89 and Rt.207 at Exit 20. This drive will run the length of the park and will terminate at a cul-de-sac located on the southern end of the park. It is designed to be built to heavy traffic specifications.  Presently the park has one tenant and power is supplied by Swanton Village Electric Corporation.

Distribution lines in the area of the Franklin Business Park East are operated at 12,470 volts. Lines serving the area are fed from the Highgate sub-station located in Highgate Falls. There is a 10-Mva transformer at this sub-station and four generators generating approximately 6-Mw. General service at secondary voltage is available in this area. Customers will be billed under the Village of Swanton commercial and industrial rate. The power system of the Franklin Business Park East is underground throughout the entire site.

Sanitary and industrial waste water disposal in the park are provided by the City of St. Albans via a 10-inch ductile iron water main. The system has both hydraulic and Bio-chemical Oxygen Demand (BOD) reserve capacity. Commercial and industrial customers are assessed the same waste water processing fees. Industrial consumers are required to purchase daily poundage of BOD based on Environmental Protection Agency regulations. Potable water is also provided by the City of St. Albans owned facilities. The Franklin Business Park East has been allocated 33,500 gallons-per-day for its potable and waste water allocation. Estimated available fire flow capacity is between 1,500-2,000 gallons-per-minute. Stormwater run-off from the Franklin Business Park discharges into Interstate 89 storm drain, and into an unnamed tributary to Stevens Brook. Three of the ten lots will remain open lots dedicated to preserving open green space.

The lots are located in open meadowland, with relatively flat topography and low site development costs. Eleven additional lots varying in size from 2.8 acres to 13.2 acres are being developed, and these lots will be served by an additional 3,200 lineal feet of access road. These lots will be provided with full services. The project is zoned commercial and light industrial, and they will consist of a mix of these uses. All permits have been acquired for the infrastructure construction of Phase I. As each lot is developed, permit amendments must be obtained by the developer. The existing permits will facilitate the permit amendments on each lot. This park is ideal for a firm seeking a location that combines access, high visibility, and a campus-like setting.
